Richard was born Dec. 4, 1954, in Belleville, IL, the son of the late Richard D. and Carol A. Seibel, nee Conrad.Mr. Seibel was a member of the Teamsters Local # 682 and #688 AFL-CIO, St. Louis, MO, had been an Eagle Scout, and was a member of Immaculate Conception Catholic Church.
