Arthur was born in Topeka, KS, the son of William and Mary Ann (Klecan) Hoffelmeyer. He had worked at Senoret Chemical Co., Kirkwood, MO. He had received his Bachelor's Degree from the University of Kansas in 1985, Lawrence, KS, and was a member of Sigma Chi Fraternity. He was married to Kathy (McGillis) Hoffelmeyer, who survives him. They were married on July 15, 2006, in Columbia, IL.
